Enrollment Periods


The ICEP is the period during which an individual newly eligible for Medicare may make an initial enrollment request to enroll in a Medicare Plan. This period begins 3 months before an individual turns 65 years old and it ends 3 months after turning 65 years old.


The AEP election period will begin October 15 to December 7 of every year. During the AEP, members may enroll in or disenroll from any type of Plan. If you enroll during this period, the effective date of your enrollment will be 01/01.


The annual Medicare Advantage Open Enrollment Period happens from January 1 to March 31. During this time, you can switch to another Medicare Advantage Plan or Medicare Prescription Drug Plan (Part D) or disenroll from your plan and return to Original Medicare and elect a standalone Part D product. If you choose to switch to Original Medicare during this period, you have until March 31 to join a separate Medicare prescription drug plan to add drug coverage.


Special election periods constitute periods outside of the usual IEP, AEP or OEP when an individual may elect a plan or change his or her current plan election.

Special Election Periods may apply:

• When a Medicare beneficiary changes residence and moves out of the Medicare Plan’s service area.

• When a Medicare beneficiary recently had a change in Medicaid status (newly got Medicaid, had a change in level of Medicaid assistance, or lost Medicaid)

• When a Medicare beneficiary is institutionalized in a nursing home or long-term care hospital or if they are moved out of such facilities.

• When a Medicare beneficiary recently had a change in their Extra Help paying for Medicare prescription drug coverage (newly got Extra Help, had a change in the level of Extra Help, or lost Extra Help)

• When a Medicare beneficiary has both Medicare and Medicaid (or their state helps pay for their Medicare premiums) or they get Extra Help paying for their Medicare prescription drug coverage, but haven’t had a change.

• When a Medicare beneficiary recently involuntarily loses creditable prescription drug coverage.

• When a Medicare beneficiary leaves employer or union coverage.

• When a Medicare beneficiary belongs to a pharmacy assistance program provided by their state.

• When a Medicare beneficiary, plan ends its contract with Medicare, or Medicare ends its contract with the plan.

• When a Medicare beneficiary recently returned to the United States after living permanently outside of the U.S.

• When a Medicare beneficiary obtains lawful presence status in the United States.

• When a Medicare beneficiary was recently released from incarceration.

• When a Medicare beneficiary was affected by a weather-related emergency or major disaster (as declared by the Federal Emergency Management Agency (FEMA) and was unable to make an enrollment because of the natural disaster.

• When a Medicare beneficiary is enrolled in a plan by Medicare (or my state) and I want to choose a different plan.

• When a Medicare beneficiary was enrolled in a Special Needs Plan (SNP) but they have lost the special needs qualification required to be in that plan.
